This "Zoning And Land Use" seminar will provide an overview of the various legal matters that impact a private party as it attempts to obtain approval to develop land in California.

(PRWEB) September 29, 2005 -- The seminar Zoning and Land Use" will provide an overview of the various legal matters that impact a private party as it attempts to obtain approval to develop land in California. The seminar will examine the legal principles that guide development in California, including general and specific plans, zoning laws, the Subdivision Map Act, development agreements and the California Environmental Quality Act. The seminar will also examine more specific issues that may impact a development, such as federal and state regulations concerning wildlife, wetlands and water. The seminar will also examine the procedures for obtaining approval of a project, including laws impacting the public process such as the Brown Act and conflict of interest laws. Lastly, the seminar will discuss litigation of land use issues.

David M. Ivester is with Briscoe Ivester & Bazel LLP, and focuses on land use, and environmental and natural resource law. He has represented landowners, developers, public entities, energy companies and various other businesses on a wide variety of environmental, land use, land title and water quality issues before federal, state and local regulatory agencies, and state and federal trial and appellate courts. He has frequently lectured and written about environmental and land use regulation. Mr. Ivester regularly represents clients in federal, state and local regulatory agencies on land use, environmental review, wetlands, endangered species, water quality and natural resource issues. He has broad experience with the U.S. Army Corps of Engineers, the Environmental Protection Agency, the U.S. Fish and Wildlife Service, the National Marine Fisheries Service, the Federal Energy Regulatory Commission, the California Department of Fish and Game, the State Water Resources Control Board and the Regional Water Quality Control Boards, the California Coastal Commission, the California Energy Commission, the San Francisco Bay Conservation and Development Commission, and cities and counties. His litigation experience includes federal and state suits involving the Clean Water Act, the Endangered Species Act, the National Environmental Policy Act (NEPA), the Federal Flood Insurance Act, the Rivers and Harbors Act, the California Environmental Quality Act (CEQA), the California Endangered Species Act, the Fish and Game Code, the Porter-Cologne Act and regulatory takings under the U.S. Constitution.

Joel D. Kuperberg is a partner in the Costa Mesa law firm of Rutan & Tucker, LLP. He represents public agencies, developers, landowners and other parties in administrative proceedings, transactions and litigation involving land use, water, resource, environmental, annexation and housing law. Mr. Kuperberg presently serves as the city attorney for the cities of Irvine and La Palma, and as general counsel for the Orange County Water District and Serrano Water District. As legal counsel, he regularly advises his public agency clients regarding open meeting, conflict of interest, public records, property acquisition and disposal, public works construction and similar issues. He received his B.A. degree, cum laude, from Pomona College and his J.D. degree from U.C.L.A. School of Law. Mr. Kuperberg is the author of Handbook of Appellate Advocacy, West Publishing Co., 1980, and frequently delivers papers and lectures on subjects relating to land use, the California Environmental Quality Act, development impact fees and resource constraints.

Todd O. Litfin is a partner in the Public Law Department of Rutan & Tucker, LLP. He received his B.A. degree from Harvard University and his J.D. degree from UCLA Law School, and has been working at Rutan & Tucker, LLP, since his graduation from law school. Mr. Litfin is currently the assistant city attorney for the cities of Dana Point and Villa Park. He focuses on public law and land use issues, including all aspects of the development process and litigation. Mr. Litfin has provided legal services at numerous city council and planning commission meetings on behalf of municipalities that are determining whether to approve a project and private parties that are seeking approval for a development project. Specifically, he works daily on issues involving land use, the California Environmental Quality Act, the Brown Act, conflict of interest regulations, and other federal, state and local regulations related to the development process. Mr. Litfin has also litigated numerous land use matters in state and federal court.
