The seminar will compare and contrast not only FSAs (Flexible Spending Accounts) but two plans that are less than two years old  HRAs (Health Reimbursement Arrangements) and HSAs (Health Savings Accounts). The seminar will concentrate on WHICH plans to use, WHEN you would use them, and WHY we would use one plan and not the other.
Howard B. Lapin, J.D. is a vice president and regional compliance manager of The Segal Company. He is primarily responsible for monitoring clientÂs compliance with ERISA and other federal legislation. Mr. Lapin is involved in all aspects of pension plans and welfare plans including plan design, compliance with regulations and reporting and disclosure. He has more than 20 years of experience with consulting and compliance matters related to employee benefits. Mr. Lapin earned a B.S. degree in accounting from DePaul University and is a certified public accountant in Illinois. He received his J.D. degree from IIT Chicago-Kent College of Law. Mr. Lapin is a member of the Illinois Bar and is the past chairman of the Employee Benefits Division of the Federal Tax Committee of the Chicago Bar Association and past chairman of Employee Benefits Committee of the Illinois CPA Society. He has written several articles on employee benefits and has spoken before numerous organizations including the Enrolled Actuaries Conference in Washington D.C., the IFEBP Annual Conference, the IFEBP Construction Industry Conference, the Illinois CPA Society and the Chicago Bar Association.
Larry Grudzien, J.D., L.L.M. is an attorney practicing exclusively in the field of employee benefits. He has experience in dealing with qualified plans, health and welfare, fringe benefits and executive compensation areas. Mr. Grudzien has more than 26 years experience in employee benefit law. He has extensive practice advising on all aspects of employee benefit law including: drafting and reviewing individually designed and prototype retirement plans, performing due diligence on employee benefit issues for merger, acquisition and outsourcing transactions and advising on administrative and design issues. Mr. Grudzien is author of ÂSimplified Employee Survivor ManualÂ, co-author of ÂDesigning & Administering 401(k) & Simple Retirement Plans, and a contributing editor for the Journal of Pension Benefits. Mr. Grudzien is also an adjunct faculty member of John Marshall Law SchoolÂs L.L.M. program in Employee Benefits and at Valparaiso UniversityÂs School of Law. He teaches a number of courses. He has a B.A. degree in history and political science from Indiana University, a J.D. degree from Valparaiso University School of Law and an L.L.M. degree in tax from Boston University School of Law. Mr. Grudzien is also a member of Great Lakes Area TE/GE Council of the Internal Revenue Service and a member of the Indiana and Illinois Bars.
