Free Webinar on Smart Cards for Government - HSPD-12: Personal Identity Verification Standards Pursuant to Homeland Security Presidential Directive #12

In a free webinar, William Barker, Program Manager, NIST Personal Identity Verification Project, National Institute of Standards and Technology, and John G Moore, Chair, Federal Smart Card Project Managers, GSA Office of Technology Strategy (ME), will discuss Homeland Security Presidential Directive #12 (HSPD-12) of August 27, 2004, directed the Secretary of Commerce to promulgate a Federal Standard by February 27, 2005 that assures secure and reliable forms of identification of Federal and Federal contractor employees.

(PRWEB) October 11, 2005 -- In a free Xtalks webinar on Tuesday, October 18, 2005, from 11:00 a.m.-1:00 p.m., William Barker, Program Manager, NIST Personal Identity Verification Project, National Institute of Standards and Technology, and John G Moore, Chair, Federal Smart Card Project Managers, GSA Office of Technology Strategy (ME), will Homeland Security Presidential Directive #12 (HSPD-12) of August 27, 2004, directed the Secretary of Commerce to promulgate a Federal Standard by February 27, 2005 that assures secure and reliable forms of identification of Federal and Federal contractor employees. The standard, Federal Information Processing Standard 201 (FIPS 201), Personal Identity Verification of Federal Employees and Contractors, was signed by the Secretary of Commerce on February 25, 2005. HSPD-12 requires that, not later than eight months following promulgation of the Standard, “the heads of executive departments and agencies shall, to the maximum extent practicable, require the use of identification by Federal employees and contractors that meets the Standard in gaining physical access to Federally controlled facilities and logical access to Federally controlled information systems.” The principal requirements of HSPD-12 are to create a secure and reliable automated system that may be used Government-wide. Mr. Barker's presentation will provide information regarding the development and content of FIPS 201, the standard's associated information security recommendations and guidelines, and the status of inter-agency implementation activities.

Identiphi will host a workshop following the keynote presentation and before the Q&A session. The event is produced in partnership with the Smart Card Alliance and Identiphi.

About the Keynote Speakers
William Barker, Program Manager, NIST Personal Identity Verification Project, National Institute of Standards and Technology
Mr. Barker is Program Manager for NIST Personal Identity Verification activities. He is managing development of the HSPD #12-mandated Federal Information Processing Standard 201 and several NIST recommendations and guidelines that implement the FIPS. Mr Barker previously managed development of several NIST guidelines required by FISMA and is participating in the development of a number of NIST cryptographic publications. He has worked in the information security field since 1966. Before joining NIST, Mr. Barker worked in National Security Agency information assurance organizations, and subsequently held private sector positions of Vice President and Director of Independent Research and Development at two information assurance companies: PE Systems and Trusted Information Systems.

John G Moore, Chair, Federal Smart Card Project Managers, GSA Office of Technology Strategy (ME)
John G. Moore is employed by the Office of Electronic Government, Office of Government-wide Policy for the US General Services Administration. His recent activities have included acquisition of the Government Common Access Smart ID Card, and related Smart Card Interoperability negotiations, as well as related information technology activities for Federal Government Agencies. He is exploring expansion of the frontiers of Smart Cards and the Internet to facilitate deployment and use of other emerging information technologies and applications. These include the incorporation of e-Forms, eXtensible Markup Language (XML), Electronic Signatures and Wireless technologies into those provided as part of Electronic Government. He chaired the Federal Smart Card User Group and helped lead its growth from 70 to over 1,500 individual members since 1989. He was one of three individual founders of the Smart Card Forum in July 1993.
