The CxO Advisory Council Overview :

The goals of the CxO Advisory Council is to create a standards of practice for a conflict free, inter-agency & inter-governmental information interchange focused on advancing our national information sharing and information protection objectives. This effort applies proven principles used in mitigating conflicts of interests and common failure patterns associated with major IT programs. GAO, IDG and Gartner estimate that 72% of all major IT programs in government fail to deploy any value, costing the tax paying $21.3 Billion/year. When looking at the challenges documented in both the 9/11 Commission reports and the recent hurricane disaster responses, it is clear that we need to collaborate more effectively in industry leveraging best practices and lessons learned. On September 30th, 80 dedicated patriots converged to work together and make a difference. Read on if you too are willing to help our national leadership make timely and sound decisions required to protect our great country.

Recognizing the need to do more with less, while significantly reducing the risk associate with most IT programs, forward thinking leaders are embracing this unique solution architecture knowledge exchange. The CxO Advisory Council builds on 7 years of applied R&D to establish formal processes and tools that better enable the alignment of common business needs with proven technical solutions that together help mitigate common risk that prevent implementation success. This public/private partnership reuses existing data from past implementation/testing successes provided by its value chain partners, so as to inform the planning process with in-context, evidenced based information on business fit of emerging standards, technologies and associated integration services. Past performance is an excellent indication of future success for small and large companies alike.

Organized as a business league, 501C6, provides a much needed alternative to the traditional glad handing, BD focused effort that dominates the fast paced, over hyped market. Our leaders have asked for formal methods and knowledge sharing mechanisms to better enable sound decision making. When reviewing the CxO Advisory Council charter, you will find that we have gone to great length to leverage the work of other industry groups, associations and standards bodies, that when brought together, provide an effective public/private partnership for mitigating risk in the acquisition lifecycle process.

This expanding govt/industry CxO knowledge exchange (CEOs, COOs, CIOs, CTOs, CFOs, CAOs, CISOs, CSOs, PMs,) will provide natural value chain partners with a conflict free zone and a force multiplier to help increase the efficiency and efficacy of our information sharing and information protection programs. Given the growing threats against our fragile infrastructure, our national leaders now have a way to tapping into a wide range of market expertise and experiential data, via a common set of solution architecture templates that detail patterns of success. This multi-industry solution architecture exchange can be a powerful force in helping CxOs transform their business processes, and get IT right the first time, thereby saving billions per year in avoidable failures.

Thanks to the combined efforts of some of the world's foremost authorities and experienced practitioners, ICH and its public/private partners are ready to operationalize these proven methods of documenting, modeling and adopting patterns of implementation success. This effort implements numerous blue ribbon panel recommendations, which have been posted at www.ICHnet.org.

Dr. Michael Kelley serves as a Scientific Advisor for TKG – The Kelley Group, Inc., and holds certifications in CISSP, PMP, and CHS-II.
