Los Angeles, CA (PRWEB) December 19, 2005 -- A seven minute internet video reveals background on the worst public school construction disaster in a FULL DISCLOSURE NETWORK™ interview with Dominic Shambra, former Director of Planning and Development who was in charge of the Belmont Learning Center for Los Angeles Unified School District. Shambra describes the project to Emmy Award winning host Leslie Dutton saying “there was no competitive bidding on Belmont contract.” The video can be viewed on the Internet via streaming media at http://www.fulldisclosure.net/flash/401-2Shambra.htm Free, on demand, 24/7 as a public service.

L. A. County District Attorney Steve Cooley called Belmont "the worst public works disaster in the nation (for public schools)" and it is known as "the world's most expensive school". The controversial project is expected to cost well over half a billion dollars by the time it is finally finished.

Shambra went on to describe the Belmont construction contract, "It was a request for proposal and it wasn't one that asked for a bid." Shambra explained on FULL DISCLOSURE™ about his role. "I was one of five on the committee that recommended (the developer/contractor) to the Board of Education. My responsibility was to coordinate for the District those activities which were done by lawyers, the business people." And, in response to his battles with the oversight committee members, Shambra said he wore a railroad engineer's cap to one meeting "because they said I was railroading this whole project. We were very strong and we were very aggressive and we stood up for what we believed."

Since 2003, the FULL DISCLOSURE NETWORK™ has been conducting interviews with the key players involved on Belmont Learning Center project, documenting the causes and reasons offered as to why the still incomplete, never occupied school in the Los Angeles Unified School District was partially demolished in December 2004 and now being rebuilt.

THE FULL DISCLOSURE NETWORK™ is a public affairs cable television show featured on 40 cable systems and streamed over the Internet, worldwide at www.fulldisclosure.net . Over the past thirteen years FULL DISCLOSURE™ programs have explored police policies, politics, public corruption and reforms. Cable Channels and air times are listed on the website.
