As the demand for both access to and confidentiality of medical record information grows, how does the health care provider balance the competing, often clashing, interests? The laws relating to medical recordkeeping and access have been dynamically evolving in recent years.
The faculty includes experienced health care attorneys who regularly advise individual and institutional providers about medical record issues. They will emphasize practical approaches and practical solutions to the growing problems in this area.
Hugh M. Barton is a health care attorney in Austin, Texas. His practice involves representing health care providers in regulatory, administrative, business and reimbursement matters. Mr. Barton graduated with a B.B.A. degree from Southern Methodist University in Dallas and received his J.D. degree from The University of Tulsa College of Law in Tulsa. He has been an assistant attorney general in the Texas Medicaid Fraud Control Unit, has been assistant general counsel for the Texas Medical Association and has been in private practice since 1998. He is past chair of the Health Law Section of the State Bar of Texas and is board-certified health law by the Texas Board of Legal Specialization. Mr. Barton is co-founder and editor-in-chief of the Texas Medical-Legal Report, a health law newsletter for health care professionals. He has published over 100 articles on health care law and given over 200 health law seminars.
Kenda B. Dalrymple is now of counsel to the firm of Brown & Carls, L.L.P. in Austin, Texas. Previously, she was a shareholder with the law firm of Davis &Davis, P.C., where her practice was focused in the areas of administrative law, health law and medical malpractice defense litigation. She received her bachelors degree in communications from Baylor University and received her law degree from Baylor University School of Law. Ms. Dalrymple is a member of the State Bar of Texas, the American Health Lawyers Association, the Austin Bar Association (including membership in the Health Law, Administrative Law, and Appellate Law and Employment Law Sections) and the State Bar College. Ms. Dalrymple frequently speaks before professional organizations and industry groups regarding administrative and health care issues. Her practice areas include administrative law, health law, and related hearings and litigation. The special emphasis of her current practice is representing licensed professionals in complaint situations and other administrative matters before various licensing and regulatory boards, defending and advising corporate and individual health care providers in administrative and transactional matters related to their practice areas, and representing professional associations and individuals before a variety of state agencies.
Rodney M. Patterson is a partner with Cantey & Hanger, LLP. His practice has concentrated over the years in the defense of hospitals, doctors, nurses and other health care personnel. He also has interests and experience in legal malpractice, construction litigation, products defense and personal injury damages defense. Mr. Patterson is speaker and author of "An Irreverent Look at Life Care Planners," Medical Malpractice Conference sponsored by Texas Tech University School of Law at St. Marys University School of Law (November 2001); "and An Irreverent Look at Tort Reform," Texas Health Law Conference (1995). He has been an instructor of business law at Tarrant County College (1983 to 1984) and an adjunct professor of medical malpractice at Texas Wesleyan University (1998). Mr. Patterson is a member of the State Bar of Texas (1978), the Tarrant County Bar Association (1978) and the State Bar of Texas Lawyers Creed Committee (1994 to 1995). He is licensed and certified in the Texas Supreme Court, 1978; the U.S. District Court, Northern District of Texas, 1978; and Eastern District since 1996. He was also board-certified in personal injury trial law in1988 by the Texas Board of Legal Specialization, and his board certification was renewed in 1993, 1998 and 2003. Mr. Patterson received his B.A. degree inhumanities from The University of Texas at Austin and his J.D. degree from Texas Tech University. His law school honors include graduating cum laude, number 14 in a class of 137; champion, Moot Court (1976); and lead articles editor, Texas Tech Law Review. He published two case notes and contributed to the 5th Circuit Symposium in 1976 and 1977.
This one-day seminar is designed for medical records directors, business managers, office managers, health information directors, hospital administrators, nurses, clinic coordinators and release of records professionals.
