Natural Disasters Focus National Attention on the Law and Horses

Laws pertaining to horses are some of the oldest laws on the books and recent natural disasters have highlighted the need to update the laws to protect horses and their owners.

Horses are some of the most beloved animals in history, yet laws protecting horses have not been updated in centuries. In fact, horses do not benefit from laws that have been enacted in recent years to protect and advance the interests of other animals including cattle, dogs and cats.

Hurricane Katrina proved to be an eye opener for many in the horse industry and related industries. Presently, horses and their protection and upkeep are not eligible for Federal Emergency Funds, despite the fact that other livestock are eligible. As a result of this lack of protection, many horses perished during Hurricane Katrina and its aftermath.

Senator Mitch McConnell (R-KY) recently backed legislation that targets this egregious oversight and protects horses with the same eligibilities as other livestock. The legislation also removes an unfair tax burden that has the effect of discouraging investment in the horse industry.

Additional legislation recently announced includes the “Feed Check-Off”bill which would be an annual $2.00 charge per horse that will be used to fund important programs and equine facilities and research.

Though there are still laws on the book that make stealing or killing a horse a capital offense, horses and horse owners are seeking updated laws that provide realistic and tangible protection for horses and their owners.
