The Law Office of Michael C. Rakower announces the publication of Mr. Rakower's essay entitled "The Khmer Rouge: An Analysis of One of the World's Most Brutal Regimes." Mr. Rakower's work examines the forces that led to the development and dispersion of the Khmer Rouge, a fanatical regime that killed an estimated two million Cambodians in a genocidal revolution that spearheaded the Communist movement in Cambodia and brutalized the Cambodian citizenry from 1975 to 1979. Mr. Rakower’s analysis is published as a chapter in To Oppose Any Foe: The Legacy of U.S. Intervention in Vietnam, a book edited by Ross A. Fisher, John Norton Moore, and Robert F. Turner and published in 2006 by Carolina Academic Press (http://www.cap-press.com).
Mr. Rakower is the recipient of the New York State Bar Association's 2006 Outstanding Young Lawyer of the Year Award. His solo law practice, located in New York City, focuses on federal litigation and commercial disputes, and he has become a noted speaker on matters relating to genocide and international criminal tribunals.
Mr. Rakower is a 1993 graduate of the University of Pennsylvania and a 1999 graduate of the University of Virginia School of Law, where he was a member of the Managing Board of the "Virginia Journal of International Law." He researched the history of the Khmer Rouge while he was a student of Professor Moore's at the University of Virginia School of Law in a class entitled "The Rule of Law: Controlling Government." The class was designed to explore the theory and cost of government failure and its relationship to contemporary movements for constitutional and legal reform.
Professor Moore is the Walter L. Brown Professor of Law at the University of Virginia School of Law, where he serves as the Director of both the Center for Oceans Law and Policy and the Center for National Security Law. Mr. Turner is the Associate Director of the Center for National Security Law. Mr. Fisher graduated from the University of Virginia School of Law in 2004 and is currently a practicing lawyer in the Washington, D.C. office of Hunton & Williams LLP.
