Anchor Software Expands Efforts to Improve Data Quality

This corporate-wide initiative has been established in response to the United States Postal Service® (USPS®) calling on industry-leading companies to expand their efforts to help reduce Undeliverable-As-Addressed (UAA) mail.

Anchor Software, LLC, a leading provider of data processing software for the direct marketing industry, today announced its broadened commitment to improve Data Quality. This corporate-wide initiative has been established in response to the United States Postal Service® (USPS®) calling on industry-leading companies to expand their efforts to help reduce Undeliverable-As-Addressed (UAA) mail.

In 2005 the USPS processed 211.7 billion mail pieces, of which over 2.6 percent or 5.6 billion pieces were UAA. That translated into billions of wasted dollars for the entire mailing industry. At the National Postal Forum last month, the USPS focused its attention on Address Quality, and in their Transformation Plan of 2005 announced its intent to reduce UAA mail by 50 percent within 3 ½ years. In order to accomplish this goal, the USPS is in the process of expanding requirements for mailers to use programs that have been in place, as well as introducing new programs.

In recognition of this important USPS initiative, Anchor is expanding its software solutions for Address and Data Quality as new programs are established and by developing additional tools and solutions that go above and beyond the scope of the Postal Service™ address-quality programs.

Using Anchor’s proprietary matching engine, Anchor Software’s MaxCASS software solution is CASS Certified™ by the USPS to help mailers clean, correct and standardize mailing lists. As an option for licensees of MaxCASS, Anchor can provide the USPS CASS™ engine to obtain increased matching logic for the unique use of both engines in a single pass of a mailing list.

Integrated with MaxCASS are options that support DPV™ and LACSLink™, programs available from the USPS to validate addresses at the physical delivery point and convert addresses that have been changed by local governments. Previously, these programs were not required for bulk mailers to receive postage discounts, but, effective August 1, 2007, these programs will be required by the USPS in order for mailers to achieve the highest levels of discounts.

Also integrated with MaxCASS is MaxMover, Anchor’s industry-leading NCOALink™ interface for updating mailing lists with the most current change-of-address information. Anchor provides solutions for both the 48-month change-of-address database for Full Service Providers and the 18-month change-of-address database for Limited Service Providers and End User Mailers. In addition, MaxMover licensees who are either a Limited Service Provider or an End User Mailer can take advantage of ANKLink™, which identifies whether a possible move occurred in the 19 – 48 month period. MaxMover customers can then use Anchor’s proprietary E-Commerce Portal to seamlessly submit those ANKLink flagged records for NCOALink Full Service Processing by Anchor.

Recently, the USPS announced 2 more address-quality initiatives: SuiteLink™ and StopLink™. SuiteLink will provide mailers a tool to correct or append suite numbers for business addresses on their lists. StopLink will allow mailers to compare their mailing lists against a database that contains addresses that cannot be delivered due to damages caused by natural disasters or other extreme situations. Anchor has already made the necessary preparations to integrate these features into MaxCASS as soon as the USPS officially announces the availability of these products to the industry.

In the on-going effort to provide additional solutions to reduce UAA mail beyond Postal Service programs, Anchor Software has developed other capabilities such as its Deceased Suppression System and Prison Suppression File. The Deceased Suppression System is used to match name and address records against a database of over 55 million deceased individuals; and the Prison Suppression File is used to eliminate Federal Prisons, State Prisons, County Correctional Facilities and City Jails across the United States. Using these solutions ensure that business as well as consumer databases and mailing lists are accurately maintained at the highest possible level by removing inappropriate addresses.
