Dynamic Healthcare Systems Appoints Healthcare Management and Policy Expert Dr. Paul R. Torrens of UCLA to Board of Advisors

Healthcare Policy Expert and UCLA Professor joins Irvine-based Medicare-focused information technology company.

Irvine, CA (PRWEB) July 11, 2006 -- Dynamic Healthcare Systems, a leading provider of Medicare-focused information technology solutions, today announced the appointment of Dr. Paul R. Torrens, M.D., MPH, to its Board of Advisors. Dr. Torrens, a physician by training, is a management and policy expert for hospitals and health organizations, and professor of health services administration at the University of California, School of Public Health.

”Dr. Torrens’ extensive knowledge and understanding of healthcare policy issues and his experience as a healthcare consultant and manager in hospitals and health maintenance organizations (HMOs) will provide tremendous value to our Board of Advisors," said Ken Stockman, Founder and CEO of Dynamic Healthcare Systems, Inc. “With a career that spans more than thirty years as a consultant to healthcare companies, government and non-governmental organizations across the United States and the world, Dr. Torrens brings a wealth of knowledge and expertise that will help Dynamic with critical direction and guidance as it continues to solidify its leadership in the market.”

Dr. Torrens has more than 12 years of experience as a health care manager in hospitals and HMOs. He worked as a consultant for a major national accounting/management consulting firm for 15 years, and has accumulated 31 service years of membership on governing boards and boards of directors of hospitals, health care systems, and HMOs. He currently serves on the Board of Directors of Blue Shield of California, as well as the Board of PacificCare Behavioral Health of California. He was also a member of the Financial Solvency Standards Board, Department of Managed Care, State of California, and the Attorneys General Task Force on Charity Care. His range of governmental experiences in the United States includes local and state government agencies as well as various branches of the federal government. He received his M.D. degree from Georgetown University School of Medicine in 1958 and his Masters in Public Health (MPH) degree from the Harvard University School of Public Health in 1962.

“2007 will be a hallmark year for changes to Medicare Advantage (MA) reimbursements. Both the move to 100% compensation using the HCC model and the start of the Budget Neutrality Factor phase out, place significant pressure on Medicare Advantage plans to increase and maintain the highest possible risk scores,” said Torrens. “Dynamic’s technology solutions are vital to helping companies transition to 100% risk adjusted reimbursements next year. Its Voyager Medicare Suite of Medicare Systems is critical to a health plan’s and MSO’s ability to manage their revenue cycles.”
