The Arkansas Department of Health & Human Services offers hundreds of services to more than one million people each year. These services are delivered through eleven major divisions and five support offices. The department has more than 7,100 dedicated employees who manage an annual budget of more than $4 billion. The department is the largest payer of medical care services in Arkansas with more than $3 billion in state and federal Medicaid dollars being paid to more than 20,000 providers across the state.

“LearnCenter is our agency’s first LMS. We switched from an outsourced training provider in order take on an enterprise approach to learning. LearnCenter empowers our team with the tools we need to deliver quality online and on-demand training to all of our workforce units which covers a variety of job functions,” said Janis Chalmers, HIPAA Privacy Officer/Coordinator at the Arkansas Health and Human Services.

According to the Office of Civil Rights, the Health Insurance Portability and Accountability Act (HIPAA) sets national standards for the protection of health information, as applied to the three types of covered entities: health plans, health care clearinghouses, and health care providers who conduct certain health care transactions electronically. By the compliance date of April 14, 2003, covered entities must implement standards to protect and guard against the misuse of individually identifiable health information. Failure to timely implement these standards may, under certain circumstances, trigger the imposition of civil or criminal penalties.
