What is a property specialist? What can a property specialist do for you?

Simply put, a property specialist is a multi-disciplined professional, experienced in navigating bureaucratic waters and well-versed in the multi-faceted code requirements; he is knowledgeable in the building trades, and trained in project coordination and the efficient use of resources; he is sensitive to the tenant component in property issues; he is comfortable with numbers and understands value; his goal is protecting the value and integrity of your real property assets; he is, by necessity, strategic in his thinking.

A San Francisco resident since 1975, Fred T. Horsfield began conducting business as Property Specialists in 1989. His experience draws on skills accumulated as a permit expediter, general contractor and property manager.

For 25-plus years, Fred has represented owners before the Department of Building Inspection, the Planning Department, the Planning Commission, the Board of Appeals and the Board of Supervisors. Clients include institutions, management companies and individual property owners. He is equally at home as a trouble-shooter for a small distressed property or as a member of an owner’s strategic team.

Working with the owner, a project architect or solo, Property Specialists will research, evaluate, negotiate and present your project through the entire process. As permit expediter, we navigate the various, and sometimes conflicting, code and procedural requirements which must be met prior to receiving an approved building permit for your project. In our roll as planning consultant we prepare and present applications for "Conditional Use", "Variances", "Discretionary Review", and other zoning concerns.

As a general contractor beginning in 1981, Fred focused on multi-unit and commercial projects, providing renovation and TI services for residential buildings, retail stores and hotels. In 1989, he sold his contracting business to focus his energies on work as a property specialist. Until early 2006, Fred was also CFO for a local contracting firm. Teaming with you as construction manager, we are responsible exclusively to the owner and act in the owner's interests at every stage of the project. Recommendations are presented, uncolored by any conflicting interest.

Fred Horsfield's real property experience, beginning in 1982, has included the administration of residential and commercial properties in San Francisco, Texas, Colorado, Arizona and southern California. Under contract with bank trustees during the late ‘80s (read S&L collapse), he participated in preliminary planning and loan workout programs for commercial and multi-unit properties.

Fred began his education as an undergraduate at Washington and Lee University (‘72), and continued with studies in project management, small business and accounting. He has augmented his property experience with curricula offered by the Institute of Real Estate Management and other trade organizations.
