Robert Dowling has been named as Chief Financial Officer, and Kelvin Hubbard will serve as the Chief Technology Officer. Combining more than 40 years of executive management experience with start-ups and global enterprise organizations, these seasoned financial and information technology executives will help launch TalentSecure’s Talent Acquisition and Talent Management software through its rapid Global expansion plans.
Mr. Dowling joins the company as its new Chief Financial Officer from Ernst & Young LLP, where he had over 21 years of comprehensive experience in a strategic advisory role in the technology, manufacturing, retail and consumer products industries. He has advised companies in raising capital through private and public debt offerings, and assisted with clients’ due diligence procedures regarding potential mergers and acquisitions. Mr. Dowling graduated from Michigan State University with a B.S. Degree in Accounting. He is a Certified Public Accountant licensed in Missouri, Kansas and New York. He also serves as the Chairman of the Board of the Kansas Chapter of the March of Dimes, and is a Director of the Western Golf Association.

Mr. Hubbard joined the Company as Chief Technology Officer to formalize a US/India development effort. With more than 20 years experience as an IT professional in a variety of roles, Mr. Hubbard brings a background of experience encompassing all aspects of the building and operation of IT organizations. He has worked as a hands-on developer, analyst, and manager, and progressed to the level of executive management, leading organizations with active staffing in excess of 150 IT professionals. Mr. Hubbard comes to TalentSecure from Sovereign Technologies, where he held the position of Vice President, Operations running all aspects of the sales and delivery of large-scale projects to U.S. based Fortune 1000 companies.
Previously, Mr. Hubbard was Vice President - eBusiness with Aegon/Transamerica, Vice President, IT with Horace Mann Services Corp., and Chief Information Officer with Corporate Action Inc. where he built the IT organization from the ground up. Mr. Hubbard holds a Bachelor of Science degree in Computer Science (with a Business Finance minor) from Cal State. Mr. Hubbard has served on several boards including the Board of Advisors for DeVry University.
