June 2008 Spectrum Blue Steel announced an exclusive contract with public company Global Environmental Energy Corporation (GEECF.OB) and started the 10 year plan for the Philippines using the patented Biosphere and Eco Technology. The Biosphere Process System has been tested to European and US EPA standards by Bord Na Móna Environmental Limited. The Biosphere Process System meets and exceeds the requirements of the newest EPA regulations, the newest European Union regulations and all appropriate operations and emissions standards in any jurisdiction on the planet.
Spectrum Blue steel's announcement to clean the dump sites and get rid of the garbage has sparked allot of attention. One day after the 18 billion dollar announcement to build 1500 biosphere units in the Philippines environmental Secretary Jose Atienza warned local chief executives they risk being charged in court if they fail to shut down open garbage dumps in their jurisdictions. The National Solid Waste Management Commission has been sending out notices to governors and mayors whose jurisdictions continue to operate open dump sites in violation of the Solid Waste Management Act, or RA 9003, Atienza said. "We can't allow continuing violations of RA 9003. If after three notices, they have not complied with the law, we shall be filing charges in the courts,'' he said at the press briefing in manila Philippines.
The Biosphere Process creates electricity by gasifying traditional and non-traditional waste materials and/or fossil fuels using extremely high temperatures. Pozzolanic ash is the residue collected from the Biosphere System. It has several commercial uses, including use as a road base and as a material for making concrete block. When included in cement mix, the ash provides iron oxide, silica, and alumina that considerably strengthen the cement; doing so avoids the cost of purchasing these additives separately.
High-Alloy Steel Wire
High-alloy steel wire extracted from used tires typically contains titanium or vanadium and is a cost-effective alternative to purchasing these materials separately when creating a steel melt that requires their inclusion.
Because of the unique design of the Biosphere System, every Biosphere facility that disposes tires can produce extremely high-quality carbon black. Carbon black is important filler in the rubber industry and next to titanium dioxide; it is the most important pigment in printing inks, toners, single-ply roofing, paints, and plastics.
The Biosphere System produces 5 megawatts of electricity an hour which is enough to generate enough power to supply about 5,000 households annually.

The world today converts fossil fuel into electricity at 33% efficiency or less, throwing away two-thirds of every unit of fuel we burn in cooling towers and smoke stacks. Unfortunately that's the same efficiency we had in 1980. In fact, you have to go all the way back to 1957 to find a year when the electric sector wasted more energy than they do today. During the same period, we've seen automobile fuel economy skyrocket (especially on a horsepower-adjusted basis). We've seen massive increases in the efficiency of our electric appliances. We've even seen boring old steam boiler efficiency increases with modern controls, recuperators and pre heaters. And yet the efficiency of electricity generation is stagnant.
The Spectrum Team is now coordinating with the Union of Local Associations of the Philippines (ULAP) thru its President, Mayor Benjur Abalos in connection with the Project. ULAP is the umbrella organization of all governors, mayors and all officials over 1 700 towns and cities nationwide. Additionally top executives at the Office of the President, Office of the Environmental Ombudsman and the National Solid Waste Commission are assisting the Spectrum Team in this project.
