Texas tow truck drivers, towing companies and storage facilities around the state are scrambling to comply with a new law that goes into effect September 1st. The Texas Towing Act will require all wrecker drivers and employees at vehicle storage facilities to obtain a license, undergo criminal background checks and undergo random drug testing. To assist towing companies comply with the act, the Texas Department of Licensing and Regulation has approved Houston Medical Testing and Services, Inc. to provide a consortium of drug testing services to companies located anywhere in the state of Texas.
The new Texas Towing Act will provide state oversight and regulation of all tow truck operators and vehicle storage facility employees in Texas. People that fall under the act must now obtain a license from the Texas Department of Licensing and Regulation. In order to get a license, an individual must undergo a drug test and work for a company that has a managed substance abuse program that provides random and annual drug testing. Prior to the act, the Texas Department of Transportation managed wrecker drivers and storage facilities. After public outcry and complaints by Texans, the legislature decided to enact mandatory licensing, criminal background checks and drug testing.
The Texas tow truck and storage industry has had a somewhat unsavory image over the past few years, with a much higher average incidence of substance abuse. The state hopes the new law will help to combat that image, improve public safety and eliminate questionable business practices within the towing and storage industry. There will now be state mandated employee standards, dress codes, knowledge requirements and well as training and safety standards.
To assist companies comply with the new act, Houston Medical Testing and Services, Inc.(HMTS) is offering affordable drug tests for wrecker drivers as well as affordable managed substance abuse programs for Texas tow truck and vehicle storage facilities. Companies can have as little as three employees to qualify for a managed company drug program that includes random drug tests and annual drug tests for all employees.
