VISTA, the leader in decision support analytics for government and business, received modifications to two existing contracts through U.S. Army Office of the Assistant Chief of Staff for Installation Management (OACSIM). One award funds additional work on the Army Real Property Planning and Analysis System (RPLANS), a tool that enables Army users to share correlated data about real property assets, installation force structure and populations, and facility allowances and requirements. In its second award, VISTA will provide additional on-site planning and analytical support, training and financial data analysis for Base Realignment and Closure (BRAC)-related activities.

VISTA, the leader in decision support analytics for government and business, received modifications to two existing contracts through U.S. Army Office of the Assistant Chief of Staff for Installation Management (OACSIM). The combined value of these contract modifications is nearly $650,000, and include IT support for ongoing Base Realignment and Closure (BRAC) and Real Property Planning System (RPLANS) efforts.

"The U.S. Army has been a VISTA client for almost two decades," said David Baxa, VISTA President and Chief Executive Officer. "These contract modifications show significant trust from one of our company's most loyal clients. VISTA is honored that the Army recognizes the value of our services."

One award funds additional work on the Army Real Property Planning and Analysis System (RPLANS), a tool that enables Army users to share correlated data about real property assets, installation force structure and populations, and facility allowances and requirements. VISTA analysts will complete a number of key improvements, including integrating Army Installation Status Reports (ISR) into RPLANS to assign facility condition assessment ratings, which ultimately help master planners make better-informed stationing decisions; and improved Army Reserve and Army National Guard stationing ability through updated algorithms and "what if" projection capabilities, to name a few.

"This work will make planning and budgeting more accurate and effective for all levels of Army users," Baxa remarked. "VISTA prides itself on creating systems and processes that tie sound budgeting practices directly to mission fulfillment."

In its second award, VISTA will provide additional on-site planning and analytical support, training and financial data analysis for Base Realignment and Closure (BRAC)-related activities. Under its existing contract, VISTA developed a financial application to manage the funding of Army BRAC initiatives. The work resulting from the recent contract modification will provide users with additional capabilities to improve the office's obligation and disbursement rates.

"VISTA has a long track record of success in supporting the Army's BRAC efforts," according to Baxa. "Over the preceding iterations of BRAC, we saved the Army more than $1 billion in construction costs. Now we are adding even more services to help the BRAC office execute requirements and ensure that the Army's information is complete, auditable and verifiable."
