With the presidential 2008 election being so close, getting key votes in before Election Day can make or break key swing states. Traditionally, there have been many barriers to using absentee balloting as a strategy. Typically, only highly organized campaigns with large budgets could take advantage of wide-scale absentee voting. Presidential campaigns invest thousands of dollars to implement GOTV (get out the vote) absentee ballot strategies.
