New System Ensures Public Safety and Continuity of Operations During "The Great Southern California Shake Out" Drill

PacStar™, a technology-based provider of communications solutions to the military and government, announced today that the City of Inglewood in California has selected technology from PacStar and LGS, a subsidiary of Alcatel-Lucent (NYSE: ALU), as the backbone of its Mobile-Emergency Operations Center (M-EOC). Inglewood will leverage the PacStar 5500 and LGS Tactical Base Station Router (TacBSRTM) to ensure the City is able to communicate with disaster and emergency responders when existing communications have been cut off or destroyed.

In the initial stages of a disaster, communications with emergency personnel is critical to determine the right level of response that will ultimately impact public safety. The M-EOC will be used as a command center where local, state and federal officials can coordinate activities. Through the PacStar 5500 and LGS TacBSR, officials will have access to satellite voice, video and data communications as well as the ability to set up a cellular network.

In addition, the technology gives the City of Inglewood the added benefit of running its 911 emergency call center when existing communications have failed. Internet Technology officials simply plug in a mirrored image of the server that runs the computer aided dispatch system into the PacStar 5500. Within minutes, the City is able to dispatch police and public safety officers as needed.

"Residing on top of the Newport-Inglewood Fault, we recognized the need for satellite-based mobile communications that could be deployed in the event of a major disaster," said Michael Falkow, acting assistant city administrator for Inglewood. "The technology behind the Mobile Emergency Operations Center gives us the ability to quickly set up and manage a communications command center that will help us respond in a way that best meets the needs of our citizens."

Mobile Emergency Command Center Put to Test During Earthquake Drill
Last week, more than 5,000 emergency responders from local, state and federal agencies participated in the Golden Guardian 2008 exercise, which simulated a magnitude 7.8 earthquake hitting the southern portion of California's San Andreas fault. In conjunction with Golden Guardian, approximately five million Californians registered to take part in the ShakeOut Drill (

About Golden Guardian
According to the California Governor's Web site, Golden Guardian 2008 is the statewide emergency preparedness exercise and is paid for by federal homeland security grants. It will test coordination between federal, state and local response and recovery among city, county, and state agencies, community-based organizations and the private sector, as well as the state's Standardized Emergency Management System (SEMS) and mass care and shelter operations.
