The demand for English training is increasing rapidly in Vietnam. Since the late 1980s, the Vietnamese government has been introducing free-market reforms and attempting to attract foreign investors.

The Vietnamese understand the increasing role of English as the language of business. With a growth rate of approximately 8%, the newly emerging tourism and trade economy has put a high value on learning English. From motor taxi drivers in Ho Chi Minh to grad students in Hanoi, the English education industry is booming. Good private language centers for English language education are in high demand with students desperately trying to become more attractive in the job market.

The hindrance to this goal to learn English has been the slow rate of reform of an antiquated education system. The government is looking outward for help. The Ministry of Education released the Education Development Strategy for 2001 to with the aim "to facilitate the expansion of post secondary education through diversification of educational programs … (with the aim) to increase the appropriateness of training to the employment needs of the society and the ability to create jobs for oneself and for others". E-learning is an increasingly popular way to attain this training.
