Infrastruct Security's Homeland Defense Division Addresses Security Issues Facing Critical Infrastructure

How Will New Non-incendiary Technology Provide Defense for Critical Infrastructure?

Houston, Texas (PRWEB) March 25, 2008 -- The common approach to security in the critical infrastructure markets involves the evaluation of risks, and the implementation of systems and infrastructure to mitigate those risks. Chemical, Maritime, and Energy facilities have used a risk-based approach mitigated security vulnerabilities. As a standard practice, fencing and barriers have been used to deter potential adversaries and control perimeter access; lighting has been used to enable visibility; video surveillance systems, intrusion detection systems, intelligent video analytics systems, and radar systems have been used to monitor and detect potential adversaries; access control systems have been used to verify and control access, and communications systems have been used to communicate internally, and with emergency responders.

Chemical, Maritime, and Energy facilities have also relied heavily on guard forces for security, in conjunction with technologies and infrastructure. Although guards are in place at critical infrastructure facilities, the use of firearms or any other incendiary protection is generally not used in the flammable or explosive atmosphere at the facilities. Guards are seldom equipped to forcefully stop an adversary. As a result of the technologies, physical infrastructure, and forces used at critical infrastructure facilities, these facilities are currently not able to respond internally to a potential terrorist attack, act of sabotage, or a variety of other malicious attacks.

Although many critical infrastructure facilities have spent millions of dollars on infrastructure, security systems and guard forces, they ALL remain vulnerable. Even in the most highly coordinated incident response scenarios, guards must identify a potential adversary and communicate with emergency responders who, in turn, travel to the facility and respond. It is highly unlikely that emergency responders would be able to intercept an adversary in less than five minutes. Conversely, it is known that trained adversaries can circumvent nearly any fenceline in less than 10 seconds. Further, if emergency responders were able to intercept an adversary, the use of firearms within the facility could cause an accident of similar proportions to the incident being mitigated.

The Solution
Understanding the needs of our clients in the critical infrastructure markets, Infrastruct Security examined solutions to address these vulnerabilities. After determining that currently available commercial technologies were inadequate, Infrastruct Security looked to the Military and Defense Technology market for a solution. This resulted in a formal alliance with Raytheon for the commercialization of formerly classified defense technologies in use by the Military and Federal Government, and brought about the creation of Infrastruct Security's Homeland Defense Division (HDD). Through our alliance with Raytheon, Infrastruct Security is introducing advanced defense technologies to the commercial markets at select critical infrastructure facilities.

To mitigate the threat of individuals attacking a facility Infrastruct Security is introducing Silent Guardian, a Non-incendiary Directed Energy System (NiDES). The US Military uses this system to repel adversaries without causing harm. In over 10 years of Military use, this system has proven 100% effective. The deployment of a NiDES enables critical infrastructure facilities to respond immediately and effectively to adversaries seeking unauthorized access to the facility or restricted areas. The NiDES also operates safely in hazardous chemical environments. Whereas response with incendiary devices, such as a firearm, could inadvertently result in an explosion or other incident, the NiDES is intrinsically safe. The NiDES provides effective means of defending an attack without the risks associated with incendiary weapons, and it avoids unintentional casualties that may otherwise result from an incident response.

The Technology
Silent Guardian is a Directed Energy system that uses Non-incendiary millimeter wave technology and laser technologies to deliver security response at the speed of light. The power of this solution is in the provision for active, instantaneous response using precise, non-incendiary force, without the damage potential of kinetic weapons.

Silent Guardian provides long range protection. It projects an invisible beam of energy that deters and repels intruders with zero fatalities, by causing an involuntary and compelling human flight response. The compelling sensation is temporary and does not cause any injury, so the innocent trespasser will not be harmed and will know not to return to this site. However, if the person(s) are determined to cause willful damage, they may try to enter at a different location, or they may attempt to shield themselves from the energy. This immediately alerts security forces to the seriousness of the threat.

The system generates a focused beam of millimeter wave energy that is superficially deposited on the surface of the skin of the targeted person. It easily penetrates clothing, but can not penetrate any further than 0.3 millimeters under the skin. This distance, just below the skin surface is the location of nerve endings that sense heat and pain. This allows the system operator the opportunity to move the person in a particular direction, for example, away from critical assets.

It is very difficult to counter or shield oneself from the energy, as with all radio frequency energy, it wraps around and enters cracks and seams readily. Constructing an effective shield would so severely restrict movement and visibility as to render the attacker ineffective or very vulnerable to other security protection measures.
