International Biometric Group (IBG) Supports Passport, Border Control, and e-ID Strategy for Malta National Identity Management System

Malta Information Technology and Training Services Ltd (MITTS), the official IT firm of the Maltese Government, has contracted International Biometric Group (IBG) to support in the development of a National Identity Management System (NIDMS) strategy for the Government of Malta.

IBG assisted the Government of Malta in navigating increasingly complex functional, design, standards, and interoperability requirements in the deployment of e-Passport and e-ID programs. IBG provided consultancy services to the Government during the procurement and evaluation of a national strategy that addresses Malta's identity management programs. IBG worked with the Maltese Government to conduct a feasibility study and write the functional requirements and specifications for their e-Passport, e-ID, and border control systems.

A significant finding was that due to the need to process both passport and Schengen visa applications at consulates and embassies, member states can streamline procedures by developing a single enrollment system using common biometric collection devices. This enrollment process, including both hardware and management software, can also be used for national identity cards, and can both reduce redundant development and ease systems support due to standardization.

"Additionally, the Government of Malta's commitment to the protection of its citizens and critical infrastructure is evident by their investment in a project of this magnitude.
