He referred to the US Department of Labor report USDL 09-0004 dated January 9, 2009 in which the Bureau of Labor Statistics reported the number of unemployed increased to 11.1 million in December, an increase of 3.6 million since the start of the recession in December 2007. The number of long-term unemployed (those jobless for 27 weeks or more) doubled in 2008 from 1.3 million to 2.6 million.

Loving noted that many unemployed people have marketable skills and experience suitable for a self-employed business, such as freelance consulting. "The Internet provides a marketplace for advertising and promoting their skills and services. What they may not have is hands-on capability to setup and operate an accounting and business management system.
