Service Alberta is modernizing its existing IDMS-COBOL Land Title application to a .NET solution based on the Corticon Business Rules Management System and Global 360's Business Process Management Suite. Service Alberta expects the new solution to have a much lower cost of ownership and accelerate business change cycles, while empowering business people to directly change business rules without IT assistance.

Land Titles recognized early in their planning that a critical success factor for the modernization initiative is the ease and speed of changing business rules. The existing systems buried rules logic within the programming code. Service Alberta hoped for a solution that would enable business domain experts to make the changes directly with minimal IT involvement.
The new system must also be able to manage 100% of the business rules logic, and to do so with 100% transparency to non-technical business and regulatory professionals. The business rules governing a house transfer, for example, include: validating that an individual is the real owner; that the owner has rights to transfer the house; that an affidavit of value exists; and that the proper documentation has been provided. These require a level of regulatory review and business ownership that are extremely difficult with the legacy system. With Corticon's model-driven BRMS, Service Alberta domain experts can effectively author and manage all business rule logic, and share the logic with all stakeholders. The rules are deployed as decision services in Service Alberta's new .NET execution environment, where more than 5,000 title registrations are completed daily.
