Environmental and international security consulting firm Marstel-Day, LLC today announced the significant enhancement of its international program capabilities this week with the addition of Ms. Juli MacDonald-Wimbush as a new Partner in the firm.

Company President Rebecca R. Rubin said: “We are delighted to announce that Juli has joined Marstel-Day as a new principal with our company. She is the right person to help us enhance the reach of our international practice, especially with the growing, global interest in the intersection of energy and security policy issues. Juli has extensive international experience, and has led international research teams working in Eurasia, South Asia and the Asia-Pacific region. She is known for her work on Asian energy security, about which she has authored a number of policy studies and monographs, most notably several important studies on Chinese and Indian energy security strategies for Defense and Intelligence Community clients. She also led, for the National Intelligence Council, a strategic assessment of future competition in Asia for non-energy resources.”

MacDonald-Wimbush joined Marstel-Day on May 1 after a distinguished career at the global consulting firm Booz Allen Hamilton, where she managed principal parts of its intelligence analysis market and the important future strategy account for the Director of Net Assessment of the Office of the Secretary of Defense. For the latter, she designed and led many "alternative futures" exercises and analyses that sought to understand the trajectories and dynamics of emerging political, economic, environmental, and social trends for national security and defense planners.

Prior to joining Booz Allen, Ms. MacDonald-Wimbush was a Senior Analyst for Science Applications International Corporation (SAIC) where she organized analytical studies and exercises for commercial and government clients. At SAIC, she was the primary author of a series of studies exploring the consequences of environmental breakdowns and dysfunctions for national security and defense planning. For private sector clients, including major international energy companies, she was the principal author of a number of “challenge and opportunity” assessments.

Ms. MacDonald-Wimbush holds an MSc in International Political Economy from the London School of Economics and Political Science and a B.A. in International Relations from the University of the Pacific. She also studied at the Karl Franzens University in Graz, Austria, and at the Friedrich Willhelm University in Bonn, Germany.

Marstel-Day, LLC provides environmental, strategic planning and operational analytical support to the Department of Defense, the uniformed services and to US Government civilian agencies, state and local governments and private clients. The company is a certified woman-owned, HUBZone small business enterprise, with its principal office at 2217 Princess Anne Street, Suite 101-1A, Fredericksburg VA 22401, and with additional offices in Alexandria, VA and Oakland, CA.
