For the first time, three separate MIS Asia Summit events, where the awards will be presented, will be held in Singapore, Hong Kong and Kuala Lumpur in July 2009.

MIS Asia deputy editor, Carol Ko, said the five-member judging panel comprised;

  • Sunny Lee, president of the Hong Kong Computer Society;
  • David Wong, chairman of Persatuan Industri Komputer & Multimedia Malaysia (PIKOM Malaysia);
  • Professor Daniel Tan, associate professor, division of information engineering, school of electrical and electronic engineering, Nanyang Technological University, Singapore;
  • Dilok Gunatilaka, founder of committee of The Association of Thai ICT Industry (ATCI);
  • Subrato Basu, vice president Asia-Pacific, Gartner executive programs.

There will be six MIS IT Excellence Awards this year," said Ko. "We anticipate that our independent panel of judges will have a difficult time determining the winners, given the high standard of nominations in previous years."

The six award categories are: Best Bottom-line IT, Best Business Enabler, Best Change Management, Best IT Governance, Best Security Strategy, and Best Knowledge Management.

~Best IT Governance~

Last year, the Best IT Governance category received nominations from various sectors including the government, manufacturing, telecommunications, and education. This category looks for IT teams that value the contribution of technology to corporate governance, creating frameworks that track the value of IT and assign decision-making rights to employees. The winners in this category last year were:

  • Best IT Governance (Government)
Winner: Ministry of Education Singapore
Project: Strategic Alignment of IT through IT Governance

Singapore's Ministry of Education deployed integrated systems to meet similar needs among business units, and routinely involved senior management in enterprise-wide project prioritisation and investment decisions. The adoption of service-oriented architecture also enabled the ministry to achieve agility in rolling out IT to respond to business changes.

Comments from the judges: "For IT governance, MOE effectively established business architecture, information architecture, application architecture, and technical architecture. The ministry's comprehensive and practical framework ensures that IT projects involve service management, quality systems are delivered, and long-term planning is facilitated."

  • Best IT Governance (Private)
Winner: Unilever
Project: Operating Framework

Unilever's IT governance processes were designed around IT operating frameworks, with references to the COBIT framework for a control perspective. The company's IT portfolio investments now have adequate and integrated governance at global, regional and local levels, ensuring alignment to business strategy. Project monitoring also ensures that quality services are delivered on time and within budget.

Comments from the judges: "Despite facing a very complex process involving various stakeholders across multiple geographies, Unilever managed to achieve excellent outcomes. Extending governance to vendor management and benefits realisation shows a mature process model."
