"Stock options constitute community property to the extent they are attributable to services rendered during marriage and before the parties' separation, even if the options are exercisable at a later time," says Debra S. Frank. "To properly apportion separate and community interests in stock options, it is necessary to ascertain the periods of employment to which the options may properly be allocated. This requires an examination of the circumstances of the option grants to determine whether the options should be characterized as deferred compensation, incentives for future performance, or both."

Debra S. Frank advises her clients on the issues involved in dividing the different types of specialized forms of compensation. Ms. Frank also authored the chapter "Marital Agreements," that appeared in California Marital Settlement and Other Family Law Agreements, CEB (Continuing Education of the Bar California), looseleaf, last updated Spring 2009. Ms. Frank is the Vice Chair of the Los Angeles County Bar Association Family Law Section Executive Committee, editor of its annual Family Law Symposium book, mediator, and a founding member and Master of the Southern California Family Law Inn of Court. She regularly serves as a moderator and presenter for family law programs. She just completed three-year terms as a Commissioner for the Family Law Advisory Commission, Board of Legal Specialization and as the Chair of the Financial Issues South subcommittee of the State Bar Family Law Executive Committee. She is a Board Member of the Association of Certified Family Law Specialists (ACFLS) and its Newsletter Editor for the 2008-2009 term. She is also on the Board of the Beverly Hills Bar Association Family Law Section and the Board of Governors of the Century City Bar Association. Debra S. Frank was admitted to the California bar in 1977 and the District of Columbia bar in 1980. She graduated from Boston University in 1970 with honors, Carnegie Mellon University (M.A., with honors, 1972), and Southwestern University School of Law (J.D., 1977).
