As an example of changing state law, Angles cites a new law went that into effect July 1, 2009. Meant to prevent repeat drunken drivers, the law requires Missourians convicted of involuntary manslaughter while driving drunk to have an ignition interlock installed in their vehicles. The interlock prevents the vehicle's engine from starting until the driver breathes into an alcohol detector to prove they are sober.

"This law has a wide-ranging effect on those in Missouri who have been convicted of involuntary manslaughter while driving drunk," Angles said. "People convicted as far back as 10 years ago are effected by it."

More than 70,000 letters have been sent by the Missouri Department of Revenue to those affected by this new law, making them aware that they need to get ignition interlocks in order to drive legally again.
