Arizona crime rates will rise and fall. According FBI crime statistics, major crimes were down in Phoenix in 2008. Some business owners are often lulled into a false sense of security when they hear crime is down. Anderson's armed guards take ten hours of firearms training before they are qualified to serve as armed guards. Per regulations implemented by the Arizona Department of Public Safety, all armed guards are fingerprinted and undergo an extensive background check. New procedures implemented in July 2009 require that all guards answer the question: "Are you a prohibited possessor under state or federal law?"
