Brookline Police Transform Parking Ticket Issuance Using Velosum’s Citation-Management Solution with Anoto Digital Pen and Paper

Digital pen and paper solution enables Brookline PD to streamline parking ticket process, increasing township’s revenues.

Police Department has successfully transformed its parking ticket issuance system using digital pen and paper technology. Brookline implemented Velosum’s vCitePlus, a citation-management solution based on the digital pen and paper technology from Anoto, enabling officers to easily upload parking citations to the Web, reducing the need for manual data entry and increasing citation- related revenues.

In a January 2009 report, Brookline’s Efficiency Initiative Committee reported that the use of hand-held technology for citation issuance was one way to improve efficiencies in the town’s parking ticket administration office and increase revenues to the city. The township, geographically surrounded by Boston, was issuing more than 150,000 hand-written parking citations yearly, resulting in time-consuming data entry for officers and the administrative staff.

Brookline implemented vCitePlus from Velosum, equipping officers with a Motorola 580 cell phone, an Anoto digital pen, and pre-printed citation tickets with Anoto’s unique dot pattern. With the digital pen and paper citation system, Brookline officers can complete parking citations with the digital pen and transmit the content via Bluetooth to the cell phones, which populates the Town’s secure citation database.

In addition, officers can also take photos of the violation with the cell phone and transmit the images along with the completed citations, providing photographic evidence of the violation. The cell phone also automatically attaches a GPS location tag and a time and date stamp providing evidence of where and when the citation was issued. The photographic evidence, along with the digital entry of citations, has proven to be a tremendous resource for citation hearing officers, increasing the amount of paid citations and revenues for the Town while reducing the administrative burden placed upon hearing officers. The solution also allows violators to pay fines instantly online, fully synchronizing with Brookline’s back-end record management system to ensure all systems have current information on citations, payments, and appeals.
