The patent covers the transmission and electronic distribution of digital raster image files embedded with scale and other image property data to emergency responders at the scene of a disaster or on their way to the incident. The secure distribution method enables scaled viewing of digital raster images of blueprints on any size computer monitor without losing true scale measurement abilities even when the images are zoomed in or out. This method also allows first responders in the field to receive true-to-scale digital blueprint images on a mobile device.
