The $1000 scholarship is open to residents of the Greater Metropolitan Area of Washington, D.C. who will be attending a 2- or 4-year college or university. No person related by blood or marriage to any member or former member of the selection committee is eligible for the scholarship.

Selection is made from the eligible student applications submitted by the deadline. In addition to the submitted application, some candidates may be invited to a personal interview by the selection panel.

Scholarship funds are paid in August and February. The money must be used to pay school expenses, which may include tuition, room and board, and books. Awardees must make reports each grading period to confirm satisfactory academic performance. In the event of unsatisfactory academic performance, payment of the scholarship will be withheld, although exemptions may sometimes be granted on the basis of extenuating circumstances.

For the purposes of eligibility, the Greater metropolitan Area of Washington D.C. is defined as including the City of Alexandria, Virginia; the Virginia counties of Arlington, Fairfax, Loudoun and Prince William, and the Maryland counties of Anne Arundel, Howard, Montgomery and Prince George's.
