Emerald Software Group, LLC (Emerald Software), a leading publisher of paperless employee onboarding technology, today announces that their product, Universal Onboarding, supports the IRS form W-11, the form required for claiming tax credits under the HIRE Act tax incentive. Emerald Software's Universal Onboarding collects data from new employees using a web-based wizard, generates an appropriate new hire forms package including the W-11 form, and can automatically pass the new employee’s data into HRMS and payroll systems.

Universal Onboarding’s business rules ensure that the new employee’s forms are accurate and complete, and the Universal Onboarding system is delivered with support for all federal employment forms, including the W-4, W-11, I-9, and 8850, and all state withholding and supplementary forms, including the District of Columbia and Puerto Rico. The Universal Onboarding system can also be configured to accommodate client-specific forms and business rules. Emerald’s Universal Onboarding system is the first onboarding system to support the W-11 form.

The Hiring Incentives to Restore Employment (HIRE) Act of 2010 was signed into law by President Obama on March 18, 2010. The legislation is a package of $17.5 billion in tax incentives, tax credits, and subsidies for state and local construction bonds. Prior to passage, the law was known as a “jobs bill”; the legislation is intended to spur hiring by granting tax credits to employers who hire employees who were previously unemployed. The W-11 form, also known as the HIRE Act’s Employee Affidavit form, is collected to confirm that the employee is qualified for the HIRE Act’s credit.

Onboarding systems, such as Universal Onboarding from Emerald Software, can maximize an employer’s ability to claim HIRE Act incentives by consistently identifying qualifying employees and automatically generating the W-11 form for submission.

Jay Torrence, Emerald Software’s VP of Client Services, points out that employers can only claim either the HIRE Act credit or the WOTC credit, not both, but adds, “Our Universal Onboarding system can select between the HIRE Act and the WOTC credits and recommend the credit that maximizes the employer’s claim; in other words if the WOTC credit is better, the system can generate an 8850, but if the HIRE credit is better, it can generate a W-11.”
