SIRE Technologies’ electronic submittal and review module, ActiveReview, is successfully installed and running at Placer County, CA.

The need for ActiveReview at Placer County was derived from California Assembly Bill 811. This legislation offers assessment financing for home and commercial property owners to install energy and water efficient improvements to their property. The property tax assessments are secured by a lien. If the property is sold, the lien stays with the property rather than the homeowner. Those interested in receiving funding are required to apply through the county in order to be considered.

Placer County was committed to complying with the legislation’s conservation initiative and preferred a paperless solution. Jenine Windeshausen, County Treasurer/Tax Collector, contacted SIRE EDMS vendor, LR Hines, to acquire an online application system.

From Placer’s outlined necessities, LR Hines determined that SIRE’s new electronic plan submittal and review module, SIRE ActiveReview, would be a great fit to successfully support this application process. “We were impressed by the flexibility of ActiveReview, which allowed the system to meet our work flow needs,” stated Windeshausen.

ActiveReview allows data from each application to be gathered, stored in a separate table, and linked to a cabinet as well as the original application. Applications are processed by internal reviewers with the help of SIRE Workflow which manages all the deadlines, interactions with external vendors, and creates supplemental forms as needed. Additionally, ActiveReview makes it possible for the public to be involved interactively in the approval process.

Placer County’s ActiveReview system went live on March 22, 2010. It has received approximately 135 applications to date and phase two of development has begun. “We were on a very short timeline to have a system in place. LH Hines was able to spin on a dime with ActiveReview to get the system up and running quickly,” said Windeshausen.
