BI Incorporated Names Steven Merrefield National Operations Manager

BI Incorporated has named Steven P. Merrefield National Operations Manager in charge of establishing new programs and customizing operations to meet specific agency needs.

BI Incorporated, a leading provider of location monitoring technology and treatment services for community corrections agencies, has named Steven P. Merrefield National Operations Manager. Mr. Merrefield has more than 30 years of corrections experience in developing and managing specialized reentry and intensive supervision programs, including past roles with BI such as executive vice president and general manager from 1990 through 2003.

Mr. Merrefield will help start up new programs and customize operating models to specific agency requirements. BI offers cognitive behavioral treatment programs for a mix of clients, including parolees, probationers, pre-trial defendants and inmates directed to community-based supervision and treatment. BI has operated reentry supervision and treatment programs since the 1990s, a service Mr. Merrefield helped to develop and expand.

Mr. Merrefield has a broad knowledge of the criminal justice system and extensive experience in all facets of reentry program design, implementation and operation. In addition to his many years in the private sector, he has held positions within the Florida Department of Corrections, Georgia Department of Corrections, and Harris County, Texas, Probation Department. Prior to re-joining BI, Mr. Merrefield held high-level operational management positions with three other private corrections companies, including Alanco/TSI Inc., MAXIMUS, Inc., and Correctional Resources, Inc. Several of these private services-oriented firms provided community-based or residential treatment services to criminal offender populations. He has extensive experience in establishing results oriented programs based on evidence-based practices for community corrections and incarcerated populations focused on reentry, diversion and employment outcomes.

Mr. Merrefield earned a bachelor's degree in Pastoral Studies and Education at the Florida Bible College, and attended management programs at the University of Georgia, the Harvard Business School, and the Advanced Management College at Stanford University.
