Top Grade Construction, Inc., a premier general engineering contractor, today announced it has officially started work on the highly visible Route 238 Corridor Improvement project for the City of Hayward. The project, which was awarded to Top Grade on July 20, 2010 after successfully outbidding six other contractors, with a low bid of $50,297,424, is the largest public works project ever undertaken by the City of Hayward and is intended to significantly improve one of the major north-south routes through the city.
At a groundbreaking ceremony held on September 2, Hayward City Councilmember, Olden Henson, Alameda County Transportation Commission Chair, Mark Green, State Senator, Ellen Corbett, and State Assembly Member, Mary Hayashi all spoke of the project and its significance to the downtown and surrounding areas of Hayward.

The project is intended to improve traffic conditions along Foothill and Mission Boulevards between the I-580 on-ramps in the north and Industrial Parkway in the south. It includes changes in downtown circulation with a one-way loop system, new signals with advanced traffic control timing, energy efficient LED lighting, major landscape improvements to create a downtown entry feature at the Foothill-Mission-Jackson intersection as well as other road improvements along the entire corridor.
The project also includes significant pedestrians and bicycle improvements. Foothill Boulevard, in the downtown, will include 14-foot sidewalks as well as a bike lane on the east side of Foothill Boulevard.
During peak hours, Foothill Boulevard will include four lanes in each direction north of City Center Drive by converting the parking lane into a travel lane. New sidewalks will also be constructed along the entire length of Foothill and Mission Boulevards. South of Foothill-Mission-Jackson, the major improvement will be a spot widening at Mission-Carlos Bee that will provide better access to California State University East Bay. The project is expected to be completed in December 2012.
