"Doyle Drive" Road Construction Project in Marina District is Recipe for Disaster, According to San Francisco Attorney

The $1 billion "Doyle Drive" road construction project through the San Francisco Presidio, which was resumed this summer, redirects traffic flow in a way that is a recipe for disastrous vehicle accidents, according to a former California Highway Patrol officer who was stationed in the area.

In July, Caltrans officials broke ground on the second phase of the project to replace the aging, seismically unsafe approach to the Golden Gate Bridge from the Marina district with an improved Doyle Drive roadway. The first phase of the project began in September 2009.

"Doyle Drive was already a dangerous roadway, with narrow lanes and no center median, but the way that the traffic engineers have chosen to redirect and manage traffic flow during this construction project is particularly disconcerting," said Walter A. Haynes IV, a San Francisco attorney who is a former member of the California Highway Patrol and whose beat included the Doyle Drive approach. "When you add to those fundamental technical flaws the nightmares of transition roads and elevation changes, you have an absolute recipe for disaster. I commute through this area every day and I am sounding the alarms right now that we have a real imminent public safety hazard in the making."

Haynes was trained as an accident reconstructionist and investigated more than 3,000 motor vehicle accidents for both the Highway Patrol and allied agencies.
