Control over bandwidth utilization can be an invaluable tool in managing network resources. Such control allows for an improved user experience by preventing high bandwidth users from affecting others.

Many traditional methods of using appliances for controlling utilization have significant limitations. Rules can be difficult to create, as the traffic can be difficult to define. For example, file-sharing applications can be configured to use a wide range of possible ports, including some generally used for other traffic. Assuming the traffic can be defined and a rule created, rules based on specific traffic types can often be circumvented by a knowledgeable user. Additionally, such rules are often "all or nothing", meaning they will allow or block specific traffic, or set specific parameters for how much bandwidth will be available. While in some cases blocking specific traffic is ideal, in many cases that can be detrimental to your customers and employees use of your network. Finally, such bandwidth control often affects only outbound traffic - for inbound, the bandwidth is often already used by the time it reaches the controlling device.

These rules are also flexible, with configured thresholds at which different throttling levels are applied. For example, a session might be pushed down in priority if it exceeds 1 MB of data transferred, and pushed down further if it exceeds 3 MB, and so on.

Note that these flexible rules also allow an administrator to limit bandwidth without blocking the traffic entirely. By lowering priority after they exceed certain thresholds, a user could potentially continue to use all the available bandwidth if there are no other users to compete with. It's only when their high-volume traffic would interfere with other users that the throttling would activate. Combining these throttling rules with the ability to create specific QoS rules if necessary give network administrators a powerful tool to control their bandwidth while still allowing resources to be utilized when available.
