Oak Ridge Office has demonstrated that the electronic processing capabilities of FOIAXpress can be used to improve efficiency of the FOIA process and reduce processing times.

The Dept. of Energy's (DOE) Inspector General (IG) released a special report Wednesday, Septermber 15, examining the department's Freedom of Information Act (FOIA) request process. During the course of the review, IG auditors looked at the DOE's efficiency in responding to information requests filed under the act. The report noted that the Department experienced high average response times, with DOE Headquarters averaging 83 day processing times per request.
As a model to speed FOIA request fulfillment, the report pointed to the excellent performance of the DOE Oak Ridge office and their use of AINS’ FOIAXpress FOIA processing system, stating that the “Oak Ridge Office has demonstrated that the electronic processing capabilities of FOIAXpress can be used to improve efficiency of the FOIA process and reduce processing times.”
The Oak Ridge Office, which processed over 250 information requests in 2009, used FOIAXpress at every stage of the FOIA request fulfillment process. According to the IG report, the office “imported requested documents into FOIAXpress, performed necessary redactions, and created the final response package entirely within the (FOIAXpress) system.”
Oak Ridge’s success with this approach was evidenced by the office’s 19 day average FOIA request response time—a 63 day improvement over DOE Headquarters’ 83 day response time.
The DOE IG report recommended FOIAXpress be implemented across the DOE and used for all stages of the FOIA request fulfillment process. See the full DOE IG report here.
