The Putnam County, W. Va., Office of Emergency Management (OEM) recently installed the next generation 9-1-1 (NG9-1-1) call processing solution, VESTA® Pallas™, in its new 9-1-1 telecommunications center. The complete, preconfigured and integrated call processing solution by emergency communication leader PlantCML®, an EADS North America company, delivers scalability and growth for small- to mid-sized emergency call centers.
“Our recent move to the 9-1-1-EMS-Garage facility gave us the opportunity to not only increase the size of our current call center, but also to provide our call takers and dispatchers with a NextGen system that had the flexibility and capabilities we needed,” said Frank Chapman, director, Putnam County Office of Emergency Management. “We wanted a system that would grow with us and integrate seamlessly with other systems and with surrounding agencies.”
The new facility houses the Putnam County Fire Service Board, the 9-1-1 telecommunications center, the county’s emergency operations center, EMS Station 20 and the county garage. The 9-1-1 telecommunications center is equipped with seven call taking positions that field emergency and administrative calls from a county population of approximately 55,000 residents. The center also serves as dispatchers for the county’s police, fire and EMS agencies.

The VESTA Pallas solution is a feature-rich computer telephony integration (CTI) solution combining IP/PBX capabilities, Voice over Internet Protocol (VoIP) gateway functions, Quality of Service (QoS) data routing and management information system (MIS) features into a single, consolidated workstation. It enables call takers to answer with pre-recorded greetings, access unlimited speed dials and provide transfers.
To protect the security of the installed PlantCML solutions and provided equipment, Putnam County OEM utilizes the comprehensive suite of Managed Services from PlantCML, including Monitoring and Response. Monitoring and Response is a remote monitoring service offering continuous monitoring of system performance and remote intervention if needed.
