Mission Essential Personnel Participates in Harvard Mass Atrocity Response Operations Exercise

Mission Essential Personnel, LLC (MEP) today announced successful completion of a Mass Atrocity Response Operations (MARO) exercise at Harvard University this month. The company supported a MARO tabletop scenario co-sponsored by the Harvard Kennedy School, EUCOM, and the US Army Peacekeeping & Stability Operations Institute. MEP helped create and facilitate the exercise to validate a recently released MARO Planning Handbook which provides a framework to plan effective military responses to mass atrocities and genocide.

The company supported a MARO tabletop scenario co-sponsored by the Harvard Kennedy School, EUCOM, and the US Army Peacekeeping & Stability Operations Institute. MEP helped create and facilitate the exercise to validate a recently released MARO Planning Handbook which provides a framework to plan effective military responses to mass atrocities and genocide.

"Military commanders today face many challenges well beyond the scope of traditional warfare, including the tragedy of genocide," said MEP CEO Chris Taylor, himself a graduate of Harvard's Kennedy School of Government and who has been involved with the MARO Project for more than two years. "The operational and political challenges of an intervention to stop attacks upon civilians demand unique preparation. Collaboration of this kind between military planners, policymakers, academics, and NGOs fills a critical gap in our understanding of, and ability to respond to, these horrors."

Developed by the Harvard Kennedy School and the US Army's Peacekeeping & Stability Operations Institute, the MARO Planning Handbook explores the dynamics of mass atrocity and provides the framing and planning tools to develop response options and design a comprehensive operation concept.
