Voters elected conservative Jack Morman, a trial lawyer at Michael P. Fleming & Associates, P.C., as the next Harris County Precinct Two Commissioner during Tuesday's General Election. The win marks the first time a challenger has upset an incumbent county commissioner in almost four decades.
Morman, who ran an upstart grassroots campaign focused on fiscal discipline and conservative ideals, was outspent by more than 40-1 by incumbent Democrat Sylvia Garcia, who was seeking a third four-year term. But when the votes were counted, Morman had captured 51 percent of the vote and become the first Republican elected to represent Precinct Two on Harris County Commissioners Court in modern history.

Fleming, a former Harris County Attorney who won two countywide races knows something about running successful political campaigns, said Morman, will be winding down his law practice so he can focus on transition issues and becoming a full-time county commissioner.
"Jack is a man with a great family and a great future as a public servant ahead of him," Fleming said. "I know he will work hard for the people of Precinct Two. He's an incredible asset to this firm and he will be a leader and asset for the people of Harris County."
Fleming has been a practicing attorney in the Houston area for over 20 years. Prior to forming his own firm in 2002 and shortly after leaving public office, Fleming was a partner in the litigation section of Bracewell & Patterson, L.L.P. (now Bracewell & Giuliani).
Fleming has represented clients in the state and federal trial and appellate courts, including arguing and winning cases before the U.S. Supreme Court and U.S. Court of Appeals for the Fifth Circuit. He is Board Certified as a specialist in Personal Injury Trial Law by the Texas Board of Legal Specialization and is rated AV (highest) by Martindale-Hubbell.
