Henley-Putnam University is proud to announce Dr. Monte Bullard to serve the esteemed and experienced staff as Dean, Doctorate in Strategic Security Programs. Dr. Bullard has been serving as the interim acting Dean of Henley-Putnam University's Doctorate program since its inception.
Dr. Bullard is a valued member of Henley-Putnam University’s well-respected faculty. A retired Army Colonel, Dr. Bullard began his career in intelligence in the Army Counter Intelligence Corps and has since extended his intelligence practices in command positions across the globe. From clandestine Humint collection in Korea to serving as a diplomat -- Army Attaché in Beijing and the Army Liaison Officer in Hong Kong -- Bullard’s scope of intelligence-based knowledge is impressive.
Dr. Bullard received his BA degree in Far Eastern Studies from the University of Michigan, his MA from the University of Hawaii in Asian Studies, and his PhD from the University of California, Berkeley in political science, specializing in Chinese politics. He is also a graduate of the U.S. Army Command and General Staff College and Army War College.
A seasoned educator and Intelligence professional, Dr. Bullard has agreed to continue to contribute to the Academic Affairs team. In addition to his influential role at Henley-Putnam University, Dr. Bullard comes from his position as Senior Fellow at the Centre for Nonproliferation Studies, Monterey Institute of International Studies. Earlier in his career he taught courses in political science and second-year Chinese at West Point and was a Visiting Scholar at Stanford University. He retired as a Colonel after 30 years of active duty in the Army. His last post was as Commandant of the Defense Language Institute.
In his career, Dr. Bullard has published two books and one e-book as well as numerous articles regarding the Chinese People’s Liberation Army, Chinese politics and nonproliferation. His work has positively impacted the U.S. intelligence community and peacekeeping efforts for communities worldwide.
While serving as the Professor of Military Science at UC Berkeley, he was responsible for the successful return of ROTC to the school after it had been voted off campus by the Academic Senate… and this was at the height of the Free Speech Movement. He jokingly noted that the Berkeley tour was far more dangerous than his tour in Vietnam. Today he leverages his direct military experience in his teaching, effectively guiding advanced students to more successful careers in strategic security.
