Catalyst USA, a leader in project management solutions and authorized Oracle Primavera dealer, has chosen industry veteran Douglas Coatney to head its Power and Utility Solutions division.

Coatney brings more than 30 years of experience in the electric generation and power delivery industry. He was most recently manager of project controls for the power delivery business unit at Duke Energy. In this position, he led the standardization of project management processes and tools to achieve an optimized portfolio management (OPM) solution for major capital projects.

His new role at Catalyst will have Coatney consulting with power generation and delivery executives on how to reach a truly optimized portfolio management approach that helps meet their corporate strategic objectives.

OPM is the ultimate evolution of project management. It allows executives and senior managers to see all projects at the portfolio level and also to weigh all potential changes based on risk and value scoring. OPM is the bridge between strategic objectives and tactical actions taken by department leadership and individual resources.

Catalyst’s OPM solutions deliver best-in-class processes and tools that lead to increased long-term visibility, better decision-making capabilities, and tangible results.

“Utilities are expected to keep rates down, control Capital and O&M spending, and deliver earnings – all while having exceptional reliability,” says Coatney. “There are thousands of man-hours and tens of millions of dollars assigned poorly through ineffective planning and scheduling methods that do not base decisions on value and risk.”

That’s money and time, he says, that could be better used to complete more appropriate value driven or less risky major capital projects and maintenance programs. “Optimized Portfolio Management is the mature methodology to achieve the strategic objectives and ROI required by utilities today.”

As an example, he cites his efforts at Duke Energy where he instituted enterprise-wide upgrades to project management tools and processes. The result was a view of all in-flight projects at the portfolio level and an unheard of 98 percent on-time efficiency with less than one percent budget variance. Standardized scoring methods for each project resulted in projects chosen that provided the highest value and least risk to the overall capital program.

Catalyst’s success for clients, Coatney says, will be measured in both efficiency increases and the risk mitigation brought about by realizing an OPM solution. The ability to justify capital spending based on value and risk while achieving industry leading performance metrics is transforming how the industry works. Many utilities have found that simply managing multiple projects in an annualized portfolio does not achieve the optimum outcome that an OPM solution can.

“Our role is not only to identify the problems utilities face trying to achieve these results but also to help clients make the change, evaluate outcomes, and implement continual process improvement,” said Coatney. “We provide an experienced, outside, unbiased perspective to achieve an optimized portfolio management solution.”

“Doug’s passion for continuous process improvement fits perfectly with our approach at Catalyst and will serve our electric utility clients very well,” said Catalyst CEO Steve Sudler. “He’s been a change agent while leading project and portfolio management solutions for years and now can deliver proven portfolio management solutions to others in the power and utility industry.”
