Los Angeles Chronic Homelessness Initiative to be Evaluated

Abt Associates, a global social and health policy research and program implementation firm, has been awarded a $1.2 million contract to provide critical analysis of an initiative by the Conrad N. Hilton Foundation to end long-term homelessness in Los Angeles County. The goal of the evaluation is to strengthen the initiative's impact.

This is very important research that will help the Foundation assess its progress in reaching milestones in this effort to house chronically homeless individuals in Los Angeles County.

Abt Associates, a global social and health policy research and program implementation firm, today announced that it has been awarded a $1.2 million contract to evaluate an initiative by the Conrad N. Hilton Foundation to end long-term homelessness in Los Angeles County. The goal of the research is to provide a critical analysis that will strengthen the initiative’s impact, according to Katie Heintz, vice president of the Social and Economic Policy Division at Abt Associates.

“This is very important research that will help the Foundation assess its progress in reaching milestones in this effort to house chronically homeless individuals in Los Angeles County,” Heintz said. She added that Los Angeles County has one of the largest homeless populations in the nation – including more than 10,000 persons who are chronically homeless.

Through the initiative, the Foundation is supporting efforts to align public and private resources to create permanent supportive housing units; identify and house the county’s most vulnerable people living on the streets; ease the transition of chronically homeless persons into housing; and engage business, community and faith leaders in advocacy.

Evaluation will begin in late September with Abt’s research team preparing to forecast expected results; identify obstacles to completing goals and determine the key indicators to success, said Heintz.

Jill Spangler, an Abt associate, will manage the project with Brooke Spellman, a senior Abt associate, who will serve as the evaluation’s principal investigator. A baseline report is scheduled for delivery in August 2012.
