The Garmin FR70 includes heart rate, the soft strap chest strap, have the Virtual Partner pacing feature so you can race a pace, display calories burned in real-time and is water resistant to 50 meters thanks to new button covers. You also get audible zone alerts for most any metric you could care to measure.
This new Garmin watch is ideally suited to the gym, running or cycling for users that don't want, or need, a GPS watch. A Garmin FR60 buyer is looking for value, primarily interested in heart rate data but may want to add some speed and distance features into the mix for either running or cycling.
