According to a recent publication co-authored by child advocate and best-selling author Peter Thomas Senese and policymaker Carolyn Ann Vlk, it is anticipated that as many as 100,000 and 125,000 American child-citizens could be internationally abducted from the United States or illegally detained abroad from January 1st, 2009 to December 31st, 2020.
In the recently released, critically hailed, extensive resource guide on international parental child abduction (IPCA) titled 'The World Turned Upside Down' co-authored by Peter Thomas Senese and Carolyn Ann Vlk that the child advocates made available to the world via a free E-book publication, Mr. Senese and Ms. Vlk released their findings concluded in their research report on United States outbound international child abduction rates found in their study 'Crisis In America'. According to the information compiled by the child advocates who have conducted extensive research in the area of IPCA, present reported international child abduction rates originating in the United States combined with what is believed to be a significant number of unreported cased of cross-border child abduction combined with current conservative growth rates of abduction have concluded that the total of estimated international child abductions originating from the United States over the period from 2009 to 2020 may be the equivalent of a human chain of children holding hands that runs for anywhere from 100 to 125 miles, or the total seating capacity of two professional football stadiums.
The author of such critically acclaimed novels including 'The Den of the Assassin', 'Cloning Christ', and the upcoming deeply personal novel on international parental child abduction reviewers have raved inspired by Mr. Senese's own experiences and is titled 'Chasing The Cyclone' has created along with Florida Child Abduction Prevention Act writer Carolyn Ann Vlk an ongoing series of educational tools for targeted parents of abduction so that they may better be able to defend against the criminal act they and their targeted child are intended for including the ongoing educational documentary film series titled, "Chasing Parents: Racing Into The Storms Of International Parental Child Abduction."
Peter Thomas Senese commented, "It has long been an outcry in the international parental child abduction community that there presently exists limited understanding and information on many of the issues that evolve around the illegal abduction or detention of a child abroad. In the volunteer advocacy work that Carolyn and I have been actively engaged in, we are often contacted by parents or lawyers seeking information and data that they can use to prevent an abduction from occurring.
"What is most concerning is that many family law attorneys appear to have a limited handle on the details of abduction. This is mirrored in the courts, where local judiciary are not educated or trained to handle the complex dynamics that occur that are associated with the risks of abduction or the difficulties of a return. In writing "The World Turned Upside Down", Carolyn and I share the intent and hope that our ongoing research and publications of material will educate parents, lawyers, judges, and policymakers so that our nation as well as nations abroad can act to reduce the number of child abductions that occur each year. Obviously we have an agenda that includes helping other parents; however, until we educate the courts and our local and federal legislators, parents will continue to face grave difficulty. It is our intent to change that by creating the tools of information combined with establishing programs that will educate those who hold the life of our nation's children in their hands during potential high-risk abduction cases: the courts, and inevitably, our lawmakers."
