Catapult Technology, Ltd., a leading Service-Disabled Veteran-Owned (SDVO) Information Technology (IT) contractor to the federal government, has been tapped by the Defense Acquisition University (DAU) to conduct a security assessment of Blackboard 9.1, an off-the-shelf (OTS) software package. The project’s value is $553,000. It is a five-month contract.

The purpose of the assessment is to determine whether upgrades in Blackboard 9.1 meet the Department of Defense’s (DOD) security and compliance requirements.

Although Blackboard software is in use in multiple DOD locations, the software package has never undergone the Department of Defense Information Assurance Certification and Accreditation Process (DIACAP). This contract is the first instance in which the federal government is assessing an OTS software package. Typically, commercial-off-the-shelf (COTS) and government off-the-shelf (GOTS) software packages undergo DIACAP.
