Williams Mullen announced today that Thomas R. Jolly has joined the firm as Of Counsel. Mr. Jolly is a member of Williams Mullen’s Federal Government Affairs Team in the firm’s Washington, D.C. office. He provides strategic and public affairs advice and counsel and assists clients in their efforts to affect public policy decisions that have an impact on their interests.
Mr. Jolly has represented corporate clients, professional and trade associations, educational institutions and domestic and foreign government entities before the United States Congress and Executive Branch of the Federal government for over 30 years.
Prior to joining Williams Mullen, Mr. Jolly was a Senior Democratic lobbyist and owner of a boutique lobbying firm. He has many years of experience working closely with the Democratic Leadership in the House and the Senate with the Democratic Senate Campaign Committee and the Democratic Congressional Campaign Committee and with the Democratic National Committee. In 1978, he became a partner in the Washington law and lobbying firm, O’Connor and Hannan, and served on that firm’s executive committee. In 1996, he left the private practice of law to found the government and public relations firm of Jolly/Rissler, Inc.
He is the founding chairman of the Washington Caucus, a group that has conducted monthly dinner meetings with Members of Congress to discuss legislative issues and public policy for more than 30 years. Mr. Jolly previously served as Legislative Counsel to the late Representative William D. Ford and as Counsel to the House Subcommittee on Postsecondary Education.

Mr. Jolly previously served as a member of the board of trustees of St. Edwards University. Currently, he serves on the Board of Directors of Pinkerton Government Services and Paragon Systems. He is a graduate of the University of Michigan and the Georgetown University Law Center and a member of the bars of Michigan, the District of Columbia and the United States Supreme Court. He is a veteran of the United States Air Force. Mr. Jolly is listed among the Alumni of “Top Lobbyists” by The Hill.
