Bash Dibra Asks: Will you and your dog be ready if your State passes a law that requires your dog to have a Certificate of Obedience before a license is issued?

Bash Dibra, renowned dog trainer. animal behaviorist, and author, says “before you know it, there might be a law that mandates your dog to receive a “certificate of obedience” as a requirement for obtaining a license.” But, will you and your dog be ready?
