Kevin Harkins, Ph.D., CEO and President of Harkcon, Inc. recently announced that J. Kipling “Kip” Louttit is supporting Harkcon’s presence at the Department of Defense as a Senior Human Capital Manager for the Office of Human Capital Initiatives, which manages the nearly 150,000 members of DoD's Acquisition Workforce across all four services and 17 defense agencies. This work is a core competency of Harkcon, and draws on Louttit's experience and expertise in the Coast Guard and Department of Homeland Security, as well as in private industry.

Louttit joins Harkcon from Alion Science and Technology where he was a vice president and the Coast Guard Division Manager. While at Alion, he stood-up, organized, and led a division working on Coast Guard programs including acquisition support, communications and strategic planning, human systems integration, and naval and electronics engineering. Prior to his work at Alion, Louttit retired from 30-years of distinguished service in the U.S. Coast Guard.
